If any British politician made such a noble offer in the Commons, we can imagine the instant mirth. I wonder if Russians have the same sense of humour and irreverence.

I doubt if the business of the day would get finished if such a fecund offer was made in The House of Commons. As for recording it in Hansard....hmm.
Regarding Russian political humour and irreverance; I must ask about that. I am aware of a very dark type of satire, at a totally different level, underclass in its nature.

perhaps he should start by having all electricity switched-off at 9pm thus encouraging his citizens to make their own entertainment and so further his masterplan?

The president has an election to consider; switching of a fuel source in the heart of winter would not make him popular with the voters.
